Egypt was reported to rank 136 out of 139 in the WJP Rule of Law Index for 2021. Only three countries, Congo, Cambodia and Venezuela, rank lower. The country had the same rank in 2020, and scored 121 out of 126 surveyed in 2019, but was 86 out of 102 in 2015.

The index, published by World Justice Project, is considered to be the world’s leading source for original, independent data on the rule of law. It presents a portrait of the rule of law in 139 countries and jurisdictions by providing scores and rankings based on eight factors: Constraints on Government Powers, Absence of Corruption, Open Government, Fundamental Rights, Order and Security, Regulatory Enforcement, Civil Justice, and Criminal Justice.
